The narrative alternates between two timelines, marked as "NOW" and "BEFORE," which gradually converge to reveal the full story of a city at war with itself.
In the "NOW" timeline, Luca, a Centurion in the rebel New Legion, trains new recruits in the war-torn Lower City of Isara. He is distinguished by a faint halo of light above his head, a mark from the gods. A commotion draws him to the south bridge over the Sophanes River, where the corpses of three Magistrates, the city's ruling elite, are hanging. Luca panics, fearing one of them is a woman named Maris Casperia, but is relieved to find she is not among them. He attributes the unsanctioned killings to a rival Centurion, Roskia. Across the river in the besieged Citadel District, Maris Casperia sits for her official portrait. She has just inherited the Magistrate seat of her mother, who recently died by suicide. Her uncle, Nej, a high-ranking scribe, advises her on navigating the treacherous politics of the Forum, Isara's governing body. From her window, Maris can see the insignia of the New Legion, an image of Luca, painted across the river.
The "BEFORE" timeline flashes back to a year earlier. Maris is a novice to Priestess Ophelius at the Illyrium, the city's main temple. She witnesses Ophelius perform a ritual to collect godsblood, a magical substance that has ensured Isara's prosperity since it was stolen from the city of Valshad in the Old War. Ophelius instructs Maris to learn about Luca Matius, the heir to Magistrate Kastor Matius, who will be introduced at an upcoming festival. She also gives Maris a secret scroll to deliver to the Philosopher Vitrasian. At the same time, Luca is a novice to Vitrasian while also serving as a legionnaire. Adopted by his uncle Kastor from the Lower City, Luca is being groomed to inherit his family's powerful seat in the Forum. While studying with Vitrasian, he sees her burn a scroll identical to the one Maris delivers.
Back in the "NOW" timeline, Luca meets with the Commander of the New Legion, Vale Saturian, who is the son of Isara's ruler, the Consul. They discuss Roskia's rogue executions and Vale's plan to negotiate a surrender with his father. Vale shows Luca mysterious blank messages infused with godsblood that are being sent from the Citadel via falcons. Meanwhile, Maris attends her first tribunal, where she is formally sworn in as a Magistrate. She reflects on the public execution of Vitrasian and Luca's violent reaction. Later, Luca takes his new tribune to the riverbank and orders him to watch a specific window in Maris's villa each night, instructing him to report if the light ever fails to appear.
In the "BEFORE" timeline, Luca makes his public debut at the First Feast, a major social event. He is immediately captivated by Maris, the daughter of his uncle's chief political rival. When Maris's mother insults Vitrasian, Luca publicly defends the Philosopher, earning a slap from his uncle. Maris witnesses the confrontation and later finds Luca on the terrace, where they share a moment of connection. Some time later, Luca finds Maris at the Illyrium delivering another message. They acknowledge the danger of their association before parting. He then takes her to a secluded cove outside the city walls, and they share their first kiss.
"NOW," Maris descends into the catacombs beneath the Citadel to perform a bloodletting ritual on the imprisoned Ophelius, who is now withered and near death. Ophelius urges Maris to go to Luca, prophesying that he will need her. Maris later has a tense dinner with the Consul, where she proposes negotiating with the New Legion. The Consul dismisses the idea, leaving her suspicious. Determined to reach Luca, Maris gets help from her former servant's brother, Zuri, to cross into the Lower City. She is captured by a patrol and, lacking a medallion to prove her citizenship, is taken to the Illyrium as a suspected spy. Luca is shocked to find her there. He orders his tribune to take her to his tent and keep her hidden.
In Luca's tent, Maris and Luca have a tense reunion. She reveals she is now a Magistrate, which horrifies him. He asks her to spy on the Consul by investigating the secret messages. Zuri arrives and secures her release by claiming she is his sister. As she leaves, Roskia observes the scene.
The "BEFORE" timeline continues as a leaflet circulates through Isara, revealing that the city's grain harvests have been failing for years, a secret the Magistrates concealed. At an emergency tribunal, Maris's mother makes a shocking political move, ensuring a unanimous vote to drastically cut the Lower City's food rations. The decision incites a riot in the Citadel, during which Luca shields Maris from the mob. Later, Maris summons Luca to her family's private chamber at the city baths. She reveals her mother's plot to seize power and proposes they marry. By uniting their families, they, along with Vale, could reform the Forum. Luca agrees, and they make love for the first time. They are secretly married in the Illyrium, with Vale as a witness. Luca takes the Casperia name, ending the Matius bloodline.
The political situation deteriorates. Vitrasian stages a new play that is a scathing public condemnation of the Forum, blaming the Magistrates for angering the gods. As legionnaires come to arrest her, she sets her study on fire, destroying all her work. At her tribunal, the Magistrates vote for her execution. As she is killed, an enraged Luca murders the two legionnaires responsible. In that moment, the gods mark him with his golden halo. Imprisoned, Luca is visited by Vale, who tells him a rebellion is brewing in his name. Vale arranges a final, heartbreaking visit from Maris before breaking Luca out of the catacombs. Luca goes to Maris's villa one last time to beg her to leave the city, but she refuses to go without him. He then crosses the river with Vale and other defectors, officially starting the rebellion.
In the "NOW" timeline, the ancient enemy, Valshad, attacks Isara's walls, beginning a siege. Théo, who Luca had sent to give Maris a fake medallion for her escape, arrives at her villa just as Nej's soldiers come to arrest her. Théo kills the soldiers, but they are trapped by the Valshadi attack. Seeing no escape, Maris jumps from her window into the river. As she falls, a golden light saves her, and she emerges from the water to find a golden cuff of wings has fused to her arm, a gift from the gods.
Vale and Luca meet with the Valshadi general, who demands the Priestess promised to him by the Consul. Vale claims Ophelius is alive, using her as a bargaining chip to secure safe passage for any citizens who wish to flee Isara. Meanwhile, after threatening to expose Luca's marriage to Maris, Roskia leads his cohort across the river to massacre the remaining Magistrates in the Citadel. Luca frantically searches for Maris, finding only a bloody handprint on her window ledge. He later finds her hiding in his family's abandoned villa. After a painful reunion, Luca decides he must stay and fight but asks Vale to help get Maris out of the city. The next morning, Vale meets Maris at the gates, gives her a farewell note from Luca, and formally expels her from Isara. Théo renounces his own citizenship to go with her. From a hidden vantage point, Luca watches them leave.
Twenty-six days later, Maris and Théo are in a refugee camp. A Valshadi legionnaire recruits exiled Isarians to help their army breach Isara's walls. Seeing it as her only way back to Luca, Maris volunteers to join them.
