Ten-year-old Sean Kendrick helps prepare his father for the Scorpio Races on the island of Thisby. The races, held each November, feature riders mounted on deadly, carnivorous water horses known as capaill uisce. During the race, Sean watches as his father is pulled from his mount and trampled to death. Sean resolves that he will one day ride in the races without fear.
Nine years later, Puck Connolly is living with her brothers, Gabe and Finn, after their parents were killed by capaill uisce. As October progresses, the capaill begin emerging from the sea, and men capture them to train for the Scorpio Races. Meanwhile, Sean, now 19, is working for Benjamin Malvern, a wealthy horse breeder. Orphaned after his father’s death and his mother’s departure to the mainland, Sean has won the Scorpio Races the past four years riding Malvern’s red capall uisce, Corr. As the capaill arrive on the beach, Malvern’s son, Matthew “Mutt” Malvern, and his friends attempt to capture one and fail. Sean intervenes, calming the animal and releasing it back into the sea. As a result, he earns the ire of Mutt.
At dinner that night, Gabe tells his siblings that he plans to leave Thisby. Fearing the loss of her family and home, Puck impulsively declares that she will enter the races to win the prize money. Gabe agrees to delay his departure until after the races. The next morning, she attempts to secure a water horse. However, after witnessing a capall kill a dog, Puck decides instead to ride her ordinary horse, Dove, in the race. She formally enters despite skepticism from the townspeople, who insist that a woman cannot enter the race.
Over the next few days, training begins on the beach. Puck struggles to practice near the sea, while Sean trains Corr and two other capaill, one of which is intended for Mutt. As Puck rides Dove in the sea, chaos breaks out when a loose capall attacks her. Sean rushes to the beach and kills it with poison, saving Puck but angrily insisting that she stay off the beach. That night, Puck returns home, shaken and afraid. Malvern then arrives and informs her that Gabe is a year behind on his payments to their home. He intends to evict them but agrees to wait until after the race.
Meanwhile, Sean takes a horse, Fundamental, out for training. One of the stable hands, Daly, is supposed to be watching for wild capaill in the water. However, when Sean looks to the shore, he sees Mutt there. Simultaneously, a capall attacks Fundamental; Sean jumps in to save him but is too late. Through it all, Mutt remains silent on the shore. He then tries to tell his father that Sean was responsible, insisting that he did his job and that Sean was distracted. However, Malvern meets with Sean and acknowledges that Sean was willing to risk his life to save Fundamental, something that Mutt would never do. He asks Sean about the three capaill he has been training. Sean recommends that Mutt take Edana, the safest, and Malvern agrees. He allows Sean to ride Corr while telling him to release a third capall that Sean insists is not worth training.
Instead of releasing the third capall, Sean suggests that Puck take and train her. Puck agrees to do so only if the capall is faster than Dove. When they race, the capall runs to the cliffs, forcing Sean to dive off. The capall jumps into the sea, and Puck declares that she is going to keep Dove.
At the Scorpio Festival, tourists and locals celebrate the upcoming races as the riders participate in a blood ritual. Several men object to Puck’s participation, insisting that she cannot pledge. At the same time, the butcher’s wife, Peg, advises Puck against competing, warning her that it is unsafe because of the men who do not want her there. However, Sean publicly supports Puck, and the men back down, allowing her to take the pledge.
In the week before the race, several foreign buyers come to the island for horses. Sean grows close with an American, Holly, who questions Sean about what he wants. Sean insists that he is going to win the race, which will finally give him enough money to buy Corr. However, Malvern insists that Corr is still not for sale. When Holly advises Sean to consider how valuable he is to Malvern, Sean decides to tell Malvern that he will quit if he cannot buy Corr. When a storm hits the island and a wild capall attacks the stables, Corr defends them, proving his value to Malvern. Malvern agrees to let Sean buy Corr, but only if he wins this year’s race.
Puck and Sean begin training together, and their relationship deepens as they discuss strategy and ride side by side. Sean allows Puck to ride Corr with him, leaving her in awe of Corr’s simultaneously beautiful and dangerous demeanor. At the same time, Mutt decides to enter the race on a dangerous piebald while growing increasingly resentful of Sean.
One night, Sean discovers that Edana’s hamstrings have been cut. Realizing that the intended target was Corr, Sean then finds Mutt attempting to harm Corr and confronts him. Malvern intervenes, sending Mutt away, but Sean becomes convinced that Mutt will try other ways to harm him.
The day before the race, Tommy, a local boy who is friends with Gabe, is killed by a capall. At his funeral, Sean releases Tommy’s horse into the sea and scatters his ashes. Puck realizes that she is in love with both Sean and the island. The two share a kiss and discuss their hopes for the future. Puck realizes that they both need to win, but they still vow to help each other during the race.
On race day, the beach is crowded with spectators. Officials refuse to give Puck her racing colors, so Peg provides her with the mare goddess costume to wear instead. Sean assures her that he will remain by her side during the race, which begins with chaos. Riders are attacked and thrown, many killed or severely injured in the first few moments. Puck manages to come up just behind the leaders, and Sean stays by her side despite knowing that he could easily take the lead. Suddenly, Mutt deliberately falls behind. He attacks Dove with his capall, Skata. Puck forces Skata to release Dove, while Sean collides Corr into Skata. Sean urges Puck forward while he handles Mutt. However, Mutt stabs his own capall in the struggle, causing both capaill and their riders to crash into the sea on top of Sean.
Puck continues to the front and overtakes the leader in the final moments, winning the race. She searches for Sean and finds him emerging from the water. Corr stands guard nearby but has a severely broken leg. While Puck is celebrated as champion, Sean remains with Corr. Finn reveals that he won a large sum of money betting on Puck. The next day, Puck confronts Malvern. She pays off her family’s mortgage, accepts work from him, and purchases Corr for Sean.
Realizing that Corr will never race again, Sean takes him to the ocean. He leaves him on the ocean’s edge, adamant that he deserves the freedom and the comfort of the sea. However, he then hears Corr calling behind him. Corr begins to make his way up the beach to Sean, refusing to leave him.
