Two mRNA-based COVID-19 vaccines receive emergency authorization and immediately reduce mortality across every participating country.

Klein and Thompson reframe the government's ideal role as a bottleneck detective that identifies and removes barriers to innovation.

Klein and Thompson conclude that the US must choose between a politics of manufactured scarcity and a new politics of abundance.

Klein and Thompson open by imagining a thriving, technology-rich future that is achievable but currently blocked by manufactured scarcities. They trace the political origins of these scarcities, showing how supply-side economics and Democrats' demand-focused subsidies both failed to build enough housing, energy, and infrastructure. California's homelessness crisis serves as the central exhibit, with well-intentioned regulations having calcified into barriers against new construction. Ralph Nader's legal activism then reveals how a culture of procedural paralysis took hold of liberal governance itself. The Biden semiconductor legislation and the I-95 bridge rebuild illustrate the twin failures and possibilities of government action, while Operation Warp Speed emerges as a model of focused government deployment. The book closes by framing the entire argument as a choice: America can keep manufacturing scarcity or it can decide to build abundance.

The core argument for American abundance over scarcity.

Researcher Raj Chetty's data reveals that upward economic mobility has been declining steadily since the middle of the twentieth century.

Klein and Thompson contrast the explosive housing boom of Lakewood in the 1950s with Petaluma's strict growth-limiting plan as competing models for housing policy.

San Francisco's progressive lawn signs are juxtaposed with the city's steadily shrinking Black population and an entrenched homelessness crisis.

Klein visits the California high-speed rail construction site and finds that the delays stem from political negotiation rather than physical construction challenges.

The US is shown to spend significantly more per kilometer of rail than Germany, illustrating a deep structural construction cost problem.

Economist Mancur Olson's theory reveals that affluent societies accumulate so many organized interest groups that completing complex projects becomes extremely difficult.

The Tahanan public housing building is completed quickly and cheaply in San Francisco precisely because it was funded with private rather than government money.

Houston's absence of traditional zoning laws is cited as the primary reason it has far cheaper and more widely available housing than liberal coastal cities.

Los Angeles passes a major ballot measure raising over a billion dollars for homeless housing but ends up spending over $600,000 per unit built.

The head of Los Angeles's homeless services agency spends more time completing required federal audit forms than actively fighting homelessness.

Technologist Jen Pahlka is called in to fix California's overwhelmed unemployment portal and discovers its core system runs on programming invented in the 1950s.

The Defense Advanced Research Projects Agency is established in response to the Soviet satellite launch, eventually producing the internet, GPS, and self-driving car research.

After Ronald Reagan's election, the US abandons solar cell research and manufacturing, allowing Germany and China to rapidly dominate the industry.

Klein and Thompson identify artificial intelligence as potentially the most important technology of the decade, one that will require massive new clean energy infrastructure.

Pool 2 traces the secondary evidence and case studies that underpin the book's core arguments, beginning with declining upward mobility and the revealing contrast between the housing-boom community of Lakewood and the growth-limiting Petaluma Plan. Klein and Thompson document the specific failures of liberal governance in California and Los Angeles, from astronomical per-unit housing costs under Proposition HHH to audit-paralyzed homelessness agencies and unemployment portals running on mid-century technology. The book then examines infrastructure, showing how America's staggering rail construction costs and entrenched negotiation culture block the green build-out the climate urgently demands. Pivoting to innovation, the authors trace how America surrendered its solar cell lead after Reagan and how both DARPA and Moderna illustrate what focused government investment can accomplish. Together these examples form the evidentiary backbone of the abundance argument, showing the same pattern of regulatory paralysis and missed opportunity repeating across every sector.

Supporting case studies of housing, infrastructure, and innovation failures.

Klein and Thompson reveal that environmental regulations passed to curb postwar pollution now inadvertently block the construction of clean energy projects.

America's first zoning laws, begun in Los Angeles to separate industrial and residential areas, spread until the vast majority of the country is zoned.

A court ruling on a condominium project near Mammoth Lakes expands California's environmental law to cover all private developers, turning it into a construction barrier.

Homes shift from being places to live into financial investments during an inflationary period, creating a lasting political incentive to keep housing scarce.

The degrowth philosophy is introduced as a radical anti-materialist alternative that seeks to scale down destructive industries rather than replace them with cleaner ones.

Klein and Thompson argue that energy poverty is a fundamental injustice, framing access to clean and affordable energy as the nucleus of wealth.

Law professor Nicholas Bagley publishes a paper arguing that liberal governance has become so obsessed with process and procedure that it can no longer deliver outcomes.

Karikó meets immunologist Drew Weissman while waiting to use a Xerox machine, beginning the collaboration that will eventually produce lifesaving mRNA therapy.

Karikó and Weissman achieve a breakthrough by creating an mRNA therapy that enters human cells without triggering a destructive immune system overreaction.

Karikó and Weissman win the Nobel Prize in Physiology or Medicine, finally recognized decades after their foundational mRNA work was repeatedly dismissed and defunded.

Alexander Fleming's accidental discovery of penicillin is presented as a celebrated eureka moment that nonetheless accomplished nearly nothing useful on its own.

Florey and Chain's early human penicillin trials result in two patient deaths, illustrating that invention without deliberate implementation does not produce progress.

Klein and Thompson conclude that abundance and scarcity are ultimately stories Americans tell themselves, and that choosing a new story is still within reach.

Pool 3 follows the pivotal revelations and turning points that give the book its argumentative depth, starting with the paradox that postwar environmental laws now block the clean energy solutions the climate demands. Klein and Thompson then reveal how zoning laws were weaponized to manufacture housing scarcity, and how homes transformed from shelter into financial assets, entrenching political incentives for keeping supply tight. The degrowth philosophy and Nicholas Bagley's Procedure Fetish critique represent key ideological confrontations the authors force readers to reckon with before any solutions are possible. The book then delivers its most dramatic turning point in the story of Karikó and Weissman, whose chance meeting, overlooked breakthrough, and eventual Nobel Prize vindicate decades of ignored science. The final revelation reframes the entire book: abundance and scarcity are not objective conditions but stories, and America retains the power to choose a different one.

Key discoveries, decisions, and ideological shifts that drive the book's argument.
