Britain's deep aversion to war following the First World War allows Neville Chamberlain's policy of appeasement to take hold throughout the 1930s. Germany's invasion of Poland shatters that policy, forcing Britain to declare war, though the military effort remains half-hearted during the Phony War period. The Norway Debate exposes Chamberlain's failure to lead an effective war effort, culminating in his resignation and Churchill's appointment as prime minister. With Germany already invading the Low Countries, Churchill swiftly assembles a coalition government and addresses the House of Commons for the first time, delivering his iconic 'Blood, Toil, Tears and Sweat' speech. The Phony War draws mounting public criticism, and when the Labor party refuses to serve under Chamberlain, his government collapses and Churchill's path to power is finally cleared. Once appointed, Churchill informs the House of key governmental changes, formally invites a vote of confidence mid-speech, and deploys powerful rhetorical devices to make the case for war. Though the speech receives a muted reaction in the House, it resonates deeply with the public and strengthens support for the war effort. Churchill follows this address with further landmark speeches that gradually win over Parliament, and his famous phrase is eventually immortalized on the British five-pound note.
