Nineteen Eighty-Four from the perspective of Julia Worthing, a twenty-six-year-old mechanic at the Ministry of Truth, the state bureau for propaganda and historical falsification. Julia works in the Fiction Department, repairing massive kaleidoscope machines that generate coded plot elements for novels. She notices Winston Smith, a man from Records, the department responsible for altering archived documents, during the Two Minutes Hate, a mandatory ritual of rage directed at Emmanuel Goldstein, the Party's designated enemy. Smith is sour and friendless, his parents having been unpersons, or people erased from all records. After one Hate session, Julia catches an exchange of looks between Smith and O'Brien, a member of the Inner Party, the ruling elite, who works at the Ministry of Love, the organ enforcing loyalty through torture.
At Women's 21, Julia's hostel, Monitor Atkins urges Julia to convince Vicky Fitzhugh, a seventeen-year-old secretary to Deputy Chairman Whitehead, to undergo artsem (artificial insemination) to conceal a suspected pregnancy from sexcrime, the Party's term for forbidden sexual activity. While fixing a toilet, Julia discovers a miscarried fetus: Vicky's baby. She also finds a note reading "I LOVE YOU" in her locker, which she conceals. The Thought Police, the secret police who monitor disloyal thought and behavior, announce someone else is the culprit, but that night patrols drag away Margaret Fellowes from Records. The wall-mounted surveillance screens called telescreens are switched off during the arrest, and Margaret screams her innocence as she is taken.
Julia's childhood was shaped by exile and famine. Her mother, Clara, was a former aristocrat and revolutionary whose husband was hanged for criticizing the Party. They were exiled to a dairy farm in Semi-Autonomous Zone 5. Julia's consolations were the Youth Leagues and the dashing pilots billeted at the farm; her most treasured memory is a flight during which she glimpsed the Crystal Palace, the glass residence of Big Brother, the Party's supreme figurehead. When a Party official named Gerber imposed ruinous agricultural quotas, famine devastated the village, and Gerber began a sexual relationship with fourteen-year-old Julia in exchange for food. As starvation spread, Clara instructed Julia to denounce her to the police, fabricating treason charges. Julia complied and never saw her mother again. The denunciation earned her the title Hero of the Socialist Family, a state honor for children who report relatives, and secured her passage to London.
Julia spots Winston entering a shop called Weeks in the prole district, rumored to be connected to Goldstein's supposed underground resistance. She is attacked on the way home and sprains her wrist. At Anti-Sex House, Vicky bandages the injury and confesses she left the "I LOVE YOU" note. Julia uses Vicky's note, whose handwriting cannot be traced to her, to approach Winston, pressing it into his hand after faking a fall. Her colleague Essie tells her O'Brien has requested Julia for a private repair at his flat. Terrified, Julia sends Essie instead. Essie returns delighted but is soon vaporized, or arrested and erased from existence. Julia concludes the disappearance was probably coincidental or provoked by Essie's own behavior.
Winston and Julia begin a cautious courtship and make love in a hidden clearing. Winston lectures her about the Party's manipulation of reality, reveals he keeps a treasonous diary, and insists they are already "the dead." Then a note from O'Brien commands Julia to his flat. O'Brien tells Julia he has watched her for seven years and invokes her childhood denunciation of Clara as proof she is
Homo oceanicus, his term for a supposedly superior Oceanian type. He assigns her to continue sleeping with Smith and to bring other men to a surveillance-equipped room above Weeks's shop, working as a sexual operative for the Thought Police. He tells her she must learn to hate.
Julia leads Winston to suggest renting the room, and he believes the idea is his own. The Thought Police agent known as Weeks becomes Julia's constant tormentor, mocking Winston and comparing his victims to beetles in a spider's web. Julia brings Tom Parsons, a former lover, and coaxes him into shouting treasonous slogans. She brings Stanley Ampleforth from Records, a gentle poetry lover she grows fond of but eventually seduces at the Ministry of Love's implicit demand. She takes anti-sex pills from a hostel mate to endure the emotional toll. When Winston announces O'Brien has invited him to his flat, Julia accompanies him, instructed by Weeks to feign surprise. O'Brien performs a catechism asking if Winston will commit murder, sabotage, and worse. Winston answers "Yes" to everything. Julia recognizes the catechism as the identical list O'Brien once described to her and experiences devastating clarity: O'Brien's promises were lies, and she will be killed when convenient.
During Hate Week, Julia undergoes "Big Future" artsem treatment, inseminated with what is claimed to be Big Brother's semen. On a hike, Vicky confides that maps at the Central Committee, the Party leadership office, show territory lost to internal rebels. When Vicky declares she will flee and join them, Julia blurts out that she is Thought Police. Vicky is shaken but declares she loves Julia. They kiss before Julia pulls away, terrified.
Weeks informs Julia that Parsons, Ampleforth, and Smith will all be arrested. Julia gives Ampleforth twenty-five pills for a painless death. At the room over Weeks's shop, Winston reads from Goldstein's book while Julia dozes. In the morning, an iron voice announces, "You are the dead." Weeks completes a nursery rhyme: "Here comes a chopper to chop off your head." Black-uniformed men crash in. Weeks grinds his shoe into Julia's hand and classifies her for Room 101, the Ministry of Love's chamber designed to confront each prisoner with their worst fear.
In the Ministry of Love, Julia endures weeks of torture. A fellow prisoner, Diana Winters, a former Inner Party woman who once fought beside Big Brother, explains that Julia's arrest is part of an interdepartmental power play: Fiction is maneuvering to absorb Records' budget. Diana advises her to "run out the clock" in Room 101, since sessions last only fifteen minutes for low-priority prisoners. Julia is forced to watch as O'Brien brings a cage of starving rats toward Winston's face. Winston screams, "Do it to Julia! Not me!" Julia is wheeled in to take his place. Remembering Diana's advice, she bites her tongue, lures one rat into her mouth with blood, and kills it by snapping her jaws shut. The second rat feeds on the corpse. Julia is wheeled out with her face intact.
Released as an unperson, Julia is shunned. Ampleforth appears at the Chestnut Tree Café with a surgical trench in his skull where his poetry memories have been removed; the pills Julia gave him were confiscated. Julia encounters Winston in a park, bloated and hollow. She tells him, "I betrayed you," and he responds in kind. Walking away, she is seized by the feeling she has suppressed all her life: "She had won the victory over herself at last. She hated Big Brother."
Julia rides south on a bicycle. At a checkpoint, her Big Future badge gets her loaded into an evacuation van with other pregnant women, among them Harriet Melton, Mrs. Melton's daughter, wearing forged Party papers. Harriet explains that the Brotherhood of Free Men, a real rebel organization, is winning. Julia continues south on foot. At the Crystal Palace, now the Brotherhood's headquarters, she climbs a staircase to find Big Brother: a withered old man strapped into a chair, his toothless mouth working helplessly. He does not recognize Julia and calls for his banana. Julia is overwhelmed not by hatred but by grief, realizing his helplessness destroys the framework of meaning by which she has lived. Descending, she encounters Vicky, now calling herself Victory, working as a nurse, and the two recognize each other with joy.
Reynolds, a cheerful Free Englishman educated in exile in Calais, guides Julia through the Brotherhood's processing. Part Two is the identical catechism O'Brien used with Winston: the same questions about willingness to commit murder and throw acid in children's faces, now repurposed as the Brotherhood's initiation. Julia balks at one question but, recognizing the danger of arousing suspicion, retracts and answers "Yes." She waits for Vicky, imagining the rose she will wear in her hair and the music of another universe.
