Working around official restrictions, Stilwell connects the victim to a prestigious yacht club and an unidentified killer who used a sailing yacht to dispose of her body. The investigation into Leigh-Anne Moss's murder is shaped by island politics, tourist pressures, and a reluctant cast of witnesses. Mayor Allen attempts to suppress news of the body while the mainland media runs the story anyway, and Stilwell quietly builds his case through interviews at the yacht club and on the mainland. Physical evidence from Moss's rented room and from the Emerald Sea begins to form a picture of her final days and her connections to powerful men. Henry Gaston's arrival at the station exposes a deeper web of corruption linking Terranova to Mayor Allen's Ferris wheel scheme, though his murder destroys the only record of that testimony. After Stilwell's shooting leaves him sidelined by Internal Affairs, an immunity deal with Terranova finally delivers the evidence needed to take down the mayor.
