Set on the Outer Banks of North Carolina, the story alternates between two timelines: the present day, as a young woman returns home to settle her grandmother's estate, and the summer of 1950, when family secrets took root at a beachfront hotel.

In January 2022, 84-year-old Ruth Wheeler surveys the ruins of the Seaside Resort, her family's hotel in Nags Head, destroyed by a late-season hurricane. Her father, Jake, won the property in a card game, and her mother, Edna, transformed it into a thriving resort. Ruth was adopted: Born on January 2, 1938, in one of the hotel bungalows, she was found by Edna wrapped in a pink blanket with no sign of the birth mother. Ruth has sold the beachfront land to clear her debts and plans to leave her nearby cottage to her granddaughter, Ivy. Standing on the shore, Ruth sees visions of her deceased parents and daughter and feels ready to join them, trusting that Ivy is strong enough to heal the family's past.

After Ruth's death, Ivy Neale drives from New York City to the Outer Banks. Ivy quit her job as sous chef at Vincenzo's, an Italian restaurant where she worked for over 12 years, after her boss refused her leave for Ruth's funeral. She sold her furniture, broke her lease, and headed south in a used van. At the cottage, she finds that Ruth crammed every salvageable item from the destroyed hotel inside, filling the rooms with banquet chairs, linens, signs, and dishes.

Ivy's return forces her to confront a painful past. Twelve years earlier, she, her boyfriend Matthew Peterson, and her best friend Dani Manchester planned to open a restaurant together after high school. Ivy abruptly announced she was leaving for New York, devastating both of them. She later learned that Dani and Matthew slept together, married after Dani became pregnant with their daughter, Bella, and divorced within two years.

Ivy reconnects with the Manchester family. Dalton, Dani's older brother, runs PDD Construction with their father, Pete Manchester, and reveals that PDD purchased the Seaside Resort land. Dalton delivers a construction dumpster and expresses interest in buying the cottage, though Ivy insists any buyer must preserve the historic structure. Dani arrives with two bottles of wine, and the former friends negotiate an uneasy truce. Dani reveals that Ruth took up painting after Ivy left and that she and Ruth painted together for years, a bond that stings Ivy.

As Ivy cleans the cottage, she discovers artifacts from Ruth's hidden past: a 1930s hotel-registration book, childhood sketchbooks, and a Leica camera with the initials "CD" scratched on the bottom and 10 frames of undeveloped film. A local repairman develops the negatives, revealing images of the resort in its 1950s prime, a glamorous blonde woman, the showboat Maisy Adams, a young Ruth, and a shipwreck. That same shipwreck, the Liberty T. Mitchell, a ship that sank in 1870, has resurfaced after the hurricane. Pete identifies the woman as Carlotta DiSalvo, a singer from the Maisy Adams who performed at the resort during the summer of 1950. He reveals that Ruth saved him from drowning that summer, a secret he kept for over 70 years.

The 1950 timeline follows 12-year-old Ruth as tourist season opens. Her cousin Talley Jones, 14, arrives from western North Carolina to work for the summer. When Carlotta DiSalvo arrives in a powder-blue Buick, Ruth is captivated by the glamorous singer, who encourages Ruth's artistic talent. Ruth begins to wonder if Carlotta is the woman who gave birth to her in Bungalow 28. She notices parallels: both have crooked teeth, both come from western North Carolina, and Carlotta shares a connection with Edna that seems deeper than a professional arrangement. Ruth confronts Carlotta, but Carlotta gently tells her she is not her birth mother and urges Ruth to talk to Edna.

The Manchester family arrives for their annual vacation. Peter Manchester is increasingly aggressive and abusive toward his wife, Ann, who drinks heavily. Henry Anderson, Jake's younger cousin and a World War II veteran, arrives and begins a romance with Carlotta.

The central secret unfolds through late-night confrontations. When Carlotta rescues a drunk, bruised Ann from the surf, the two women drop their masks. Carlotta calls Ann by her birth name, Beth Ann, and the truth emerges: Carlotta (born Carol Jenkins) and Ann (born Beth Ann Jenkins) are twin sisters, both biological daughters of Edna. In 1920, Edna, unwed and unable to care for infant twins, gave one to her sister Patsy and the other to their grandmother before fleeing to the Outer Banks. Both daughters reinvented themselves: Carol became the glamorous Carlotta, and Beth Ann became Ann Manchester, claiming to be an orphan. Ann reveals that Peter found a letter from Edna exposing her past and has grown more violent. She refuses to leave, fearing his wealthy family would take her children.

Peter attacks Carlotta outside her cottage, beating and attempting to sexually assault her. She fights him off. Edna, learning of the attack, tells Carlotta she will never abandon her daughters again. Days later, Edna follows a drunk Peter to the surf. He taunts her, calling Ruth a bastard. Edna pushes his face into the wet sand and holds him there until he stops breathing. Young Talley witnesses the act and vows never to tell.

In the present, Ivy and Dalton visit Talley, now in her mideighties and living in an assisted-living facility. Talley reveals the full truth: Ann was Ruth's biological mother, having returned to the resort pregnant in 1938 and left the baby with Edna. She kept Peter's death a secret for over 70 years, never telling even Ruth. Ivy finds the entry "B. A. Jenkins" in the 1938 registration book, confirming that Beth Ann came to give birth in secret. Dalton, realizing that his grandmother Ann was Edna's biological daughter and Ruth's birth mother, grasps how deeply the two families are intertwined.

As Ivy processes these revelations, her present-day relationships deepen. Dani confides that she is losing her vision to retinitis pigmentosa, a degenerative eye condition she has hidden from her family. Ivy drives Dani to a specialist and urges her to tell Dalton, leading to a painful but strengthening confrontation between the siblings. Matthew proposes a restaurant partnership, but Ivy declines, realizing she does not want to work for anyone again. A New York competitor offers her a chef position, which she also turns down.

Ivy's relationship with Dalton deepens through shared meals and honest conversation. She sells the cottage to Dalton, who renovates it while preserving its historic character, and moves into a small shore apartment with Libby, the stray dog whose puppies she delivered during the cleanup. She proposes a business partnership with Dani: displaying Ruth's paintings at Dani's gallery and selling limited-edition prints. Dani agrees, and Ivy launches a catering business, cooking the Southern coastal food of her heritage with modern twists.

In the epilogue, set in June 2022, Ruth's art exhibit opens at Dani's gallery. Ivy caters the event with a menu honoring Ruth. Dalton drives Talley from Elizabeth City to attend. The community gathers around the framed photographs from Carlotta's camera and Ruth's vibrant paintings, the secrets of three generations finally brought into the light. Dalton asks Ivy to move into the renovated cottage and proposes marriage. Ivy accepts, reflecting that her departure 12 years ago set everyone on their own paths, and that the family, linked by blood, choice, and the relentless shore, has found peace.
