The novel opens with physicist Shevek boarding a ship to Urras despite protests and violence from his own people, beginning his journey as both scientist and symbol. His parallel childhood on Anarres shaped him into a true believer in Odo's principles and an independent thinker who strains against his collectivist society's limits. On Urras, he discovers exploitation and intellectual imprisonment beneath the university's welcoming surface, while back home he forges the partnerships with Bedap and Takver that fuel his rebellion. After witnessing poverty, war, and a massacre on Urras's streets, he flees to the Terran embassy and chooses to share his revolutionary physics with all civilizations equally. His decision to distribute the theory and return home with an alien companion transforms him from a fugitive into a bridge between worlds. Together these events trace the arc of a man who sacrifices personal safety to protect the freedom of knowledge itself.

Shevek prepares to land on Anarres, reflecting that his hands are empty, as they had always been.

While the main plot tracks Shevek's boldest choices, these events reveal the quieter forces that constrain and motivate him. From his baffled conversations about gender on the ship to his horror at capitalism's hidden labor on Urras's streets, Shevek's education in inequality is gradual and cumulative. His mentor Sabul's intellectual theft and the suppression of his teaching reveal how power operates even inside Anarres's supposedly egalitarian society. The events on Urras — including the removal of Chifoilisk and the discovery of a secret letter — show Shevek slowly realizing he is a watched, managed guest rather than a free scholar. The devastating drought and famine he witnesses back home, alongside Keng's revelation about Earth's destruction, frame both planets as imperfect experiments struggling to survive. The pool ends with Shevek landing on Anarres empty-handed yet transformed, having scattered his knowledge across the universe.

These events mark the specific moments when Shevek's understanding of himself and his two worlds shifts permanently. From the farewell party where he first articulates the bond of suffering, to his recognition of Sabul's exploitation and Bedap's diagnosis of Anarres's hidden authoritarianism, each scene deepens his sense of what revolution truly demands. On Urras he stumbles through a series of crises — racial entitlement, political imprisonment, drunken truth-telling, and a shameful assault — that strip away his idealism and replace it with harder clarity. The protests and their violent suppression force him underground, where Efor's testimony and Maedda's welcome reveal the human cost of living under capitalism. Back on Anarres, the reunion with a daughter who does not know him and a final confrontation with his mother crystallize the personal sacrifice his ideals have demanded. By the time he approaches Anarres again, Shevek carries neither possessions nor illusions, only the conviction that true revolution begins within each individual.
