Kissinger begins by tracing how the devastating Thirty Years' War forced European powers to create the Peace of Westphalia, establishing the sovereign state as the cornerstone of international relations. Napoleon's rise and fall led to the Congress of Vienna, while Bismarck's unification of Germany and the collapse of European alliances triggered World War I and the fatally flawed Treaty of Versailles. Moving beyond Europe, Kissinger examines how Islam's emergence redefined order in the Middle East and how European powers redrew the region's borders after the Ottoman collapse. The Iranian Revolution and the founding of communist China under Mao Zedong represent parallel challenges to the Western-led world order. America's transformation from isolationist nation to global superpower is traced through Wilson's idealism, Truman's Cold War commitment, and Nixon's triangular diplomacy with China. The invention of nuclear weapons is presented as the defining technological turning point that permanently changed how nations calculate power and risk.

Kissinger anchors European order in the intellectual foundations laid by Richelieu's concept of the abstract state and the French Revolution's fusion of domestic and foreign policy, before tracing how Russia, the Revolutions of 1848, and the Crimean War each destabilized the continent. The ancient Sunni-Shia schism is presented as the root of ongoing Middle Eastern disorder, with the Arab Spring and Syrian civil war as its most devastating modern expressions. Iran's storming of the American embassy marked a dramatic breach of the international order, while Japan's forced opening and postwar occupation illustrate how outside pressure can transform a nation's entire global role. Theodore Roosevelt's brokerage of the Treaty of Portsmouth and Wilson's League of Nations represent two competing visions of American international engagement. The United States' invasion of Iraq based on false pretenses and the beginnings of nuclear arms control through the Strategic Arms Limitation Talks bookend America's ambivalent exercise of superpower responsibility.

Britain's Balfour Declaration set in motion the Israeli-Palestinian conflict, and Saudi Arabia's paradoxical role as both Islamic theocracy and Western ally illustrates the deep contradictions embedded in the regional order. Key American foreign policy reversals include the inconclusive Korean War, the traumatic loss in Vietnam, and Reagan's unlikely acceleration of Soviet collapse through ideological and economic pressure. The interim nuclear agreement with Iran and the rise of cyberattacks as a new form of warfare represent the unresolved technological challenges that define the current crisis in world order.
