Los Angeles County law enforcement is divided between city policing and county sheriff authority. The Los Angeles Police Department (LAPD) serves the City of Los Angeles, while the Los Angeles County Sheriff’s Department (LASD) patrols unincorporated areas, contracts with cities, operates county jails, and has been described by the California attorney general as the largest sheriff’s department in the US (“Attorney General Becerra Launches Civil Rights Investigation of the Los Angeles County Sheriff’s Department.” State of California Office of the Attorney General, 22 Jan. 2021). In 2021, the attorney general opened a civil-rights investigation into whether the LASD had engaged in a pattern or practice of unconstitutional policing, and in 2025, the attorney general sued Los Angeles County, the LASD, and County Correctional Health Services over allegedly unconstitutional and inhumane jail conditions (“Attorney General Bonta Sues Los Angeles County Sheriff’s Department Over Unconstitutional and Inhumane Jail Conditions.” State of California Office of the Attorney General, 8 Sept. 2025).


One major LASD oversight issue involves deputy gangs and cliques. California Penal Code section 13670 defines a “law enforcement gang” as a group of peace officers within an agency who may share a name or symbol, including tattoos, and who engage in on-duty conduct that violates law or professional policing principles (“Penal Code Section 13670.” California Legislative Information). The statute lists examples such as excessive force, falsified reports, unlawful detention, destruction of evidence, protection from discipline, and retaliation against officers who interfere with the group. In 2023, the Los Angeles County Sheriff Civilian Oversight Commission adopted recommendations from special counsel Bert Deixler’s report, which identified deputy gangs then active in the department and made 27 recommendations for their eradication (“Deputy Gangs.” Los Angeles County Sheriff Civilian Oversight Commission, 3 Mar. 2023).


LASD jail oversight has also produced federal criminal prosecutions. In December 2013, the US Department of Justice announced charges against 18 current or former LASD members in cases involving corruption and civil-rights abuses, including allegations of unjustified force, unreasonable searches, false reports, and obstruction of an investigation by the Federal Bureau of Investigation (FBI) into jail misconduct (“18 Charged as Result of Federal Investigation Into Corruption and Civil Rights Abuses by Members of Los Angeles County Sheriff’s Department.” US Attorney’s Office, 9 Dec. 2013). In 2017, former sheriff Lee Baca was sentenced to three years in federal prison after being convicted of conspiracy, obstruction of justice, and making false statements in connection with the FBI jail investigation.


Los Angeles oversight history also includes the LAPD’s Rampart scandal and post-Rodney King reform debates. The LAPD’s 2000 Board of Inquiry found that the Community Resources Against Street Hoodlums Unit of the LAPD’s Rampart Division had become “an entity unto itself,” with separate booking, supervision, and equipment procedures (“Board of Inquiry into the Rampart Area Corruption Incident.” Los Angeles Police Department, 1 Mar. 2000). The US Commission on Civil Rights summarized the Christopher Commission’s findings as including repeated misuse of force, inadequate supervision, deficient complaint handling, and lack of accountability within LAPD.
