The eighth installment in Shannon Messenger's middle-grade fantasy series, Keeper of the Lost Cities, continues the story of Sophie Foster, a teenage girl with multiple special abilities who was created by the Black Swan, a rebel organization within the hidden world of the elves. Sophie and her friends have been fighting the Neverseen, a shadowy group seeking to overthrow the elvin Council. In this volume, Sophie faces escalating threats, painful revelations about her origins, and a crisis that transforms one of her closest friends.

Sophie meets with Mr. Forkle, the Black Swan's leader, at his secret office, where he argues that the Neverseen's next target is Loamnore, the underground dwarven capital. The Neverseen have been systematically weakening each intelligent species before moving against the Council, and their recent capture of Tam, a Shade who controls shadows and shadowflux (darkness in its elemental form), signals an attack centered on darkness. Mr. Forkle tasks Sophie with determining how Tam's abilities might be weaponized. Sophie also asks him to reveal her biological parents' identities: The matchmakers have declared her "unmatchable" because without her genetic parents' names on file, she cannot receive match lists, a system central to elvin society. Mr. Forkle refuses.

Sophie reaches out telepathically to Tam, who confirms that the Neverseen's Telepath probed his memories, compromising all the Black Swan secrets he knew. Tam uses shadowflux to shroud a hidden message: Lady Gisela, a Neverseen leader, has ordered him to kill her own son Keefe, one of Sophie's closest allies. Sophie warns Keefe, who insists the threat is manipulation and refuses to sit out. Ro, Keefe's ogre bodyguard, leverages a bet to force his compliance, and Sophie reveals her unmatchable status. Keefe reassures her and offers to help search for her biological parents.

The Council summons Sophie and four others to the Seat of Eminence and appoints them as Regents, members of a newly created investigative team with Sophie as leader. The teammates include Dex, Biana, and Wylie, three of Sophie's close friends, along with Stina, a classmate chosen as the team's Empath (someone who senses emotions). The Council excludes Fitz, Sophie's close friend and fellow Telepath, to push her beyond her telepathy, and excludes Keefe due to his ties to the Neverseen. After swearing oaths, the group names itself Team Valiant. Sophie is paired with Councillors Bronte and Oralie as her primary contacts.

Keefe theorizes that Councillor Bronte, the only other registered Inflictor (someone with the power to inflict pain), may be Sophie's biological father. Stina theorizes that Lady Cadence, Sophie's Polyglot Mentor (a Polyglot being someone who speaks any language), could be her biological mother. Both theories are tested and disproven.

Team Valiant's investigation yields a critical discovery. Sophie's dwarven bodyguard Nubiti reveals that magsidian, the rare stone used for dwarven security, is partially composed of shadowflux. Dwarves who defected to the Neverseen altered the magsidian throughout Loamnore, removing shards the remaining dwarves cannot detect. During Team Valiant's visit to Loamnore to meet King Enki, Sophie nearly loses control of her inflicting on the King's Path, a lightless maze that induces hallucinations. In the Grand Hall, a burst of light strikes hidden magsidian stones and triggers a destructive chain reaction. The near-disaster convinces Sophie her malfunctioning inflicting is a liability.

Mr. Forkle returns a missing childhood memory, revealing that Sophie's inflicting first manifested at age nine when she accidentally attacked her sister Amy. He asks Sophie to let him reset her inflicting with a controlled dose of limbium, a substance she is allergic to, so the ability will target a single person rather than hitting everyone nearby. He insists the secret of her true parentage must remain hidden. After the Loamnore incident, Sophie agrees to the reset. She endures agonizing pain and three days of unconsciousness but emerges with a dramatically stronger enhancing ability.

Sophie searches the memories of Lord Cassius, Keefe's father, and uncovers three damaged recollections erased by Lady Gisela. The memories reveal that before Keefe's birth, Lady Gisela subjected herself and Lord Cassius to a painful treatment involving glowing vials, likely containing quintessence (a powerful energy substance), and hid two small black bottles in a secret compartment. Separately, Dex programs London's surveillance cameras to search for a human man Keefe recalled from a childhood memory, someone to whom Lady Gisela had him deliver a mysterious letter. The search identifies him as Ethan Benedict Wright II, who died with his daughter in a bus accident in London the same year Lady Gisela was photographed near Big Ben shortly afterward.

Sophie, Fitz, and Keefe sneak to London to investigate. Lady Gisela appears with Tam as her living shield, urging Keefe to stop resisting his "legacy." Sophie's reset inflicting activates for the first time: She channels rage and love into a targeted beam that strikes Lady Gisela's heart, leaving her incapacitated. Tam uses shadowflux to escape with Lady Gisela, warning Keefe to stay away. Later, Fitz's fugitive older brother Alvar is discovered hiding in Keefe's family estate and reveals that Lady Gisela's treatments were designed to trigger a second, unknown ability in Keefe.

Councillor Oralie guides Sophie through an exercise that helps her discover a mechanism to switch her enhancing on and off. During the exercise, Sophie detects skipped heartbeats in Oralie's pulse, the involuntary tell Empaths exhibit when lying, after Oralie denies that one of Sophie's biological parents could be an Empath. Confronted, Oralie admits she is Sophie's biological mother. Sophie is furious but realizes she can never reveal the truth without devastating consequences for the Council. Fitz deduces that Sophie has learned her parent's identity and presses her to share it so her matchmaking status can be fixed. When Sophie insists she cannot tell anyone, Fitz cannot accept a future where she remains permanently unmatchable, and they end their romantic relationship.

The Neverseen deliver an ultimatum: Meet them in Loamnore and bring Keefe. Sophie positions her forces in the Grand Hall rather than the specified marketplace. Despite his promise to stay behind, Keefe arrives after receiving a separate message from his mother. King Enki reveals he has allied with the Neverseen, and his guards overpower Sophie's group. Lady Gisela forces Tam to fire shadowflux at the magsidian throne, which melts into a cocoon around Keefe. Glimmer, a Neverseen Flasher who manipulates light, activates a crown of ethertine, a substance formed from quintessence and lightning, to balance the reaction. Sophie stays telepathically connected to Keefe, anchoring his sense of self as the transformation proceeds. When Lady Gisela threatens to betray her deal with Tam, Glimmer breaks his bonds, and Tam attacks her. Sophie escapes with the unconscious Keefe, discovering she can teleport in short bursts.

In the aftermath, King Enki is convicted of treason and exiled; Nubiti inherits the dwarven crown. Keefe remains unconscious, his cells undergoing a transformation consistent with manifesting a new ability. Sophie and Fitz reconcile as friends. The novel ends when Oralie approaches Sophie with a cache containing a single Forgotten Secret, a memory she had erased because it could damage her sanity. Oralie explains that Lady Gisela's mention of "stellarlune," the term for Keefe's transformation, triggered a sense of familiarity connected to that erased memory. She offers to open the cache and face the truth together. Sophie agrees, leaving the mystery unresolved for subsequent volumes.
