General Stanley McChrystal, a retired U.S. Army general, draws on his experience commanding the Joint Special Operations Task Force (referred to as "the Task Force") in Iraq to argue that traditional, efficiency-driven organizations must fundamentally transform to survive in the complex, fast-moving environments of the 21st century. Written with coauthors Tantum Collins, Dave Silverman, and Chris Fussell, the book traces the Task Force's wartime evolution from a rigid hierarchy into a "team of teams": an organization built on radical information sharing ("shared consciousness") and decentralized decision-making authority ("empowered execution").
McChrystal opens with Afghan Minister of the Interior Mohammad Hanif Atmar explaining that his ministry must deploy poorly trained police recruits despite the dangers, a predicament that, the authors argue, extends far beyond the battlefield. The book then turns to Iraq in 2004, where the Task Force, an elite military organization assembled after the failed 1980 Iran hostage rescue, found itself losing to Al Qaeda in Iraq (AQI) despite overwhelming advantages in training, technology, and firepower. AQI's leader, Abu Musab al-Zarqawi, a Jordanian school dropout turned radical Islamist, had built a decentralized insurgent network that provoked devastating sectarian war between Iraq's Sunni and Shia populations. When analysts tried to map AQI's structure, they found tangled networks rather than familiar hierarchical charts. The Task Force was an outstanding 20th-century organization whose "limiting factor" was not firepower but its organizational management.
To explain this mismatch, McChrystal traces the legacy of Frederick Winslow Taylor, the 19th-century management pioneer who broke factory labor into its smallest elements and reconstructed processes to maximize efficiency. Taylor's "scientific management" separated planning from execution, producing dramatic productivity gains that shaped military logistics, government policy, and corporate structure for over a century. The Task Force itself had operated as a Taylorist machine, running a targeting cycle called F3EA (Find, Fix, Finish, Exploit, Analyze) with clockwork precision. McChrystal compares this efficiency to France's Maginot Line: a well-crafted fortification rendered useless when Germany simply went around it in 1940.
The authors distinguish between complicated systems, which have many parts joined in predictable ways, and complex systems, in which dense interconnections produce nonlinear, unpredictable outcomes. They cite meteorologist Edward Lorenz's 1961 discovery that a tiny rounding error in weather simulation data produced wildly divergent results, a phenomenon known as "the butterfly effect." Rising speed and interdependence have pushed previously manageable domains past the threshold of complexity, and even Big Data cannot restore predictability because the same technologies that generate information simultaneously create the volatile networks that make outcomes less foreseeable.
Rather than trying to predict every threat, McChrystal argues, organizations must become resilient: able to absorb disturbances and reconfigure in response. AQI demonstrated this quality, adapting its tactics whenever the Task Force developed countermeasures. The authors illustrate resilience through the Netherlands' "Room for the River" program, which accepts that floods are inevitable and redesigns the landscape rather than building ever-higher barriers. The observation "It Takes a Network to Defeat a Network" marked the beginning of the Task Force's transformation.
The book's second section examines what makes small teams adaptive. The authors contrast the 1978 crash of United Flight 173, where rigid cockpit hierarchy caused the crew to run out of fuel, with the 2009 "Miracle on the Hudson," where Captain Chesley Sullenberger's crew, trained in Crew Resource Management (CRM), a program focused on collaborative communication and shared decision-making among crew members, improvised a coordinated response to dual-engine failure in under four minutes. Trust and shared purpose produce what the authors call "emergent intelligence," the ability of groups to generate unforeseen solutions. These bonds, however, cannot scale across a 7,000-person organization. The solution is a "team of teams": rather than requiring every individual to know every other, the relationships between constituent teams must mirror those between individuals on a single team.
The third section details how the Task Force built shared consciousness. McChrystal gutted a Saddam-era bunker at Balad Airbase and constructed an open-plan Joint Operations Center where personnel from all functions sat together with live operations displayed on wall screens. The most critical innovation was the daily Operations and Intelligence (O&I) briefing, a video teleconference connecting more than 70 locations worldwide with up to 7,000 participants. The standing guidance was "Share information until you're afraid it's illegal" (164). The authors contrast NASA's Apollo program, which succeeded through cross-functional daily communication and integrated project management, with the European Launcher Development Organisation (ELDO), whose national silos led to repeated launch failures caused by communication gaps between teams.
To build trust across organizational boundaries, the Task Force placed operators from one unit into another for six-month rotations and revamped its liaison officer program, sending top performers to partner agencies. As trust deepened, decisions about scarce resources became cooperative rather than competitive. The authors draw parallels to the private sector. At General Motors, rigid silos dating back to the organizational model of Alfred Sloan, GM's pioneering chief executive, prevented the teams responsible for ignition switches and airbags from communicating, allowing a faulty part to kill at least 13 people over a decade. At Ford, CEO Alan Mulally's "One Ford" initiative forced integration of previously rival departments, and Ford turned a profit while GM filed for bankruptcy.
The fourth section addresses empowered execution. McChrystal describes being woken regularly to approve airstrikes, a process that confirmed his authority but added little value. He began pushing authority downward: If an action supports the mission and is not immoral or illegal, act without asking. Rather than trading decision quality for speed, empowered decision makers, closer to the problem and operating with shared consciousness, consistently reached better decisions than centralized approval would have produced. The Task Force's raid tempo jumped from 18 per month to 300, with higher decision quality and minimal increases in personnel.
McChrystal redefines his own role from chess master to gardener. Drawing on a childhood memory of his mother's vegetable garden, he argues that a gardener cannot grow tomatoes but can create the conditions in which they flourish. His primary responsibilities become maintaining the O&I as a daily forum for transparency, practicing "thinking out loud" to make his reasoning visible and correctable, and visiting forward bases to listen rather than direct.
The final section brings the argument together through the hunt for Zarqawi. In January 2006, captured AQI operative Abu Zar began cooperating. A subsequent raid, initiated by an intelligence sergeant major who independently connected dots from weeks of surveillance, led to the identification of Zarqawi's spiritual adviser. After 17 days of surveillance, during which teams voluntarily pooled scarce assets, the adviser led them to Zarqawi at a house in Hibhib. The local commander decided to strike without seeking McChrystal's permission, consistent with the culture of empowered execution. Zarqawi was killed on June 7, 2006, and within hours, the Task Force struck 14 follow-on targets in Baghdad.
McChrystal invokes 19th-century French political thinker Alexis de Tocqueville, who argued in
Democracy in America that democratic empowerment works only when citizens are informed enough to make sound decisions. Shared consciousness without empowered execution leads to frustration; empowered execution without shared consciousness invites chaos. Only their fusion powers an adaptive organization. The book closes with a simulation of driverless cars navigating an intersection without traffic lights, vehicles zipping past one another with no collisions, an image of the promise and discomfort of replacing familiar hierarchies with networked structures that mirror the interconnected world.
