Sydney is a twelve-year-old girl who becomes an EO after drowning in a frozen lake. She possesses the extraordinary ability to resurrect the dead, a power that makes her a prime target for Eliot's crusade. Despite the immense danger surrounding her and the physical coldness left over from her drowning, she retains her independence and proves to be a brave, essential member of Victor's group.

Serena is Sydney’s older sister, who survived drowning in the same frozen lake. The incident leaves her fundamentally changed, granting her the ability to compel others to do exactly what she asks. Barry is an ExtraOrdinary individual who attempts to rob a bank in Merit. He becomes a pawn in Eliot's public crusade, used to bolster Eliot's reputation as a hero while furthering his hidden agenda of eradication.

Dominic is a physically and emotionally exhausted EO who relies on heavy painkillers to cope with the toll of his abilities. He possesses the power to travel across distances through a shadow realm, making him a valuable potential asset to Victor's plans.

Dol is a dog found near death in an alley. Sydney instructs Victor to end the animal's suffering so that she can use her abilities to bring it back to life, giving her a loyal companion for the coming conflict.
