The sixth and final installment in the Shatter Me series, a young adult dystopian saga set in a world governed by a totalitarian regime called The Reestablishment, picks up less than two days after the events of the previous book. Ella, also known as Juliette Ferrars, a young woman with lethal supernatural abilities, has just escaped the Oceania headquarters of The Reestablishment after killing her own mother, Evie Sommers, one of the regime's chief architects. She takes refuge at the Sanctuary, a hidden rebel camp run by Nouria, the daughter of resistance leader Castle, and Nouria's wife, Sam. The camp is concealed from The Reestablishment by Nouria's ability to bend light.

Ella is in crisis. Her sister Emmaline, whose body has been kept alive in a tank by their parents and whose psychokinetic powers have been used by The Reestablishment to control the world's environment, recently restored Ella's erased childhood memories. The flood of returning memories is now displacing Ella's current ones. She forgets how she arrived at the Sanctuary, forgets the name of Castle's daughter, and forgets that Aaron Warner, her love interest and the estranged son of the regime's North American commander Paris Anderson, proposed to her just hours earlier. She hides this deterioration from Warner, hoping it will pass.

During a quiet moment together, Ella's body seizes violently as Emmaline's consciousness breaks into her mind. Emmaline, dying and desperate, has been searching for Ella as a place to rest. Her uncontrolled powers lash out at the physical world: the sky rips apart, trees uproot, and the ground fractures. Kenji Kishimoto, Ella's friend and a soldier with the power of invisibility, witnesses the catastrophe from outside the Sanctuary's borders as Warner physically restrains Ella. With help from Nazeera, the daughter of Supreme Commander Ibrahim, one of The Reestablishment's world leaders, and Kenji's emerging love interest, the group brings Ella back inside, where the twin healers Sonya and Sara sedate her.

Ella falls into a deep coma. Emmaline settles quietly inside her consciousness, her mind slowly decomposing and inadvertently eroding more of Ella's memories. The Reestablishment capitalizes on the environmental chaos, claiming credit for restoring order. Nazeera warns that Emmaline's display has revealed their approximate location and proposes a full lockdown, prioritizing Ella's safety above rescuing Adam, Warner's half-brother and another of Anderson's sons; Adam's ten-year-old brother James; and the other children of the supreme commanders, whom Anderson has taken hostage. Kenji protests, terrified for James, but the group reluctantly agrees.

Without Ella, the team fractures. Warner reverts to his cold, ruthless former self, refusing medical care despite broken ribs and a dislocated shoulder and alienating everyone around him. Four days into the coma, Kenji's friends stage an intervention, urging him to accept that Ella may never wake and that they need a new plan.

Ella does wake briefly. Warner rushes to her side but senses that her energy is altered. She responds to him with intense attraction but seems disoriented, calling him by his first name casually for the first time and saying things that suggest she is not fully herself. Before the healers can run tests, a man bursts in with devastating news: The Reestablishment has found them.

Anderson arrives with soldiers and slaughters unarmed civilians as punishment for harboring the rebels. He uses an unconscious James as a hostage, pressing a gun to the boy's throat and demanding Ella. Nazeera shoots Anderson in the throat, and Kenji goes invisible to rescue James. Warner offers to trade himself for Ella, volunteering to become the new host body for Emmaline's powers, but Anderson refuses, saying Ella cannot be replaced. Anderson then shoots both Nazeera and Kenji. Warner buries a machete in his father's chest, but Anderson's healing abilities keep him alive. In the chaos, Anderson escapes with Ella, also recapturing allied supreme kids Haider and Stephan. Kenji loses consciousness from his wound.

In the aftermath, the survivors bury their dead. James, rescued during the battle, recovers in the medical tent and reveals a devastating truth: Adam was never kidnapped. He voluntarily sought out Anderson and offered his power, the ability to deactivate other people's supernatural abilities, in exchange for James's protection. Anderson accepted, then used James as a hostage anyway. Warner deduces that Anderson, severely injured, would have retreated to Oceania to be healed by Ella's father, Max Sommers, meaning Ella is almost certainly there.

When the narrative returns to Ella, she has been transported to Oceania, strapped to a table, and subjected to a mind-control procedure. She wakes as a supreme soldier with no memory of her true identity. Completely obedient to Anderson, she addresses him as her master and kills on his orders with disturbing ease. During her captivity she experiences brief flashes of real memory, but the programming reasserts itself each time. She discovers several captured supreme kids, including Valentina Castillo, suspended in glass cylinders in a hidden laboratory. Anderson forces her to prove her loyalty through acts of self-harm, demonstrating the totality of his control.

Back at the Sanctuary, a zealot from within the camp attempts to assassinate Warner with venomous scorpions. Kenji kills her, and the incident prompts a restructuring of the camp's leadership. Warner, Kenji, and the now-recovered Nazeera prepare to fly to Oceania. Nouria explains the stakes: if they arrive in time and Ella is still herself, she must kill Emmaline to destroy The Reestablishment's greatest weapon. If Operation Synthesis, the planned transfer of Emmaline's consciousness and powers into a new host body, has already been completed, they must kill Ella. Kenji refuses to accept this contingency.

The three steal a plane and infiltrate Oceania. Their powers are briefly disabled by infrared scanners, but Warner creates a diversion with a grenade and they regroup. They split up: Nazeera hacks the security systems to grant Warner access to high-security areas, while Kenji and Warner infiltrate the compound using stealth.

Inside, they witness Anderson and Ibrahim arguing over Ella's fate. Ibrahim shoots Anderson twice and orders the brainwashed Ella to follow him. Warner drops his invisibility and kills Ibrahim instantly. The brainwashed Ella attacks Warner, but because he absorbs her powers on contact, she cannot use them directly against him. Anderson unexpectedly revives and orders Ella to kill them all. Kenji shoots Anderson repeatedly and destroys the device suppressing Warner's absorbed abilities.

Warner refuses to leave, telling Kenji to find Nazeera. He stands motionless before Ella. She is drawn to him despite her programming, touching his chest and feeling his racing heart. Recognizing that the real Ella is still present, Warner kisses her. The physical and emotional intimacy cracks the mind control, triggering a catastrophic internal battle. Ella collapses, screaming, turning her own energy inward to destroy the programming. She rips a flashing steel implant from her arm, looks up at Warner, and gasps his name. She breaks apart sobbing in his arms.

Fully restored, Ella reaches out to Emmaline, who has been sacrificing the last of her strength to protect Ella from the inside. They find Emmaline's tank, where Max activates a device that traps them in paralyzing light. Ella forces her bleeding hand through the barrier and shatters the tank. Emmaline, freed, kills Max with the force of her own mind. Dying and unable to survive outside the tank, Emmaline shows Ella a vision of the compound in flames: She wants it destroyed. Ella presses her lethal cheek to Emmaline's and absorbs the last of her sister's life, then screams with a power that brings down the entire facility.

Meanwhile, Kenji and Nazeera free the imprisoned supreme kids, including Adam, and escape the collapsing compound. Kenji watches it burn, fearing Warner and Ella are dead.

An epilogue set two weeks later, narrated from Warner's perspective, reveals that both he and Ella survived. The Reestablishment has fallen. Ella has reclaimed the name Juliette Ferrars publicly, reserving "Ella" as a private name only Warner uses. She has become a global hero. Warner watches Juliette laugh with friends, hold a rescued dog for the first time without fear of her lethal touch harming it, and cry with joy at the simple experience. He reflects that to the world she is formidable, but to him, she is the world. The two prepare for their nighttime wedding, a quiet, imperfect beginning to their new lives.
