Speaking to a video camera in an empty briefing room, Governor Clark’s communications director introduces the governor. Clark announces the creation of an Emergency Relocation Agency to permanently resettle all evacuees, with prior homeownership not required. Over three dozen counties will participate, grants will supplement local resources, and construction of new housing, schools, hospitals, and infrastructure will begin by the end of next year.

Part 10, Chapter 156 Summary: “Harmony”

Writing to Aunt Beckie, Harmony says Mustang’s photos are needed immediately to prove the contamination hoax before residents permanently leave. Her mother wants to meet with a relocation agent; Ashanti’s father has pushed to leave for months; Teddy’s grandmother has already filed compensation paperwork for their house. Only Grandin and his mother have not discussed leaving. Ramón reports that Incident Command has ended live briefings and rarely responds to submitted questions.
