John A. Anderton is the aging Precrime commissioner and the original founder of the division. He relies on mutant precogs to arrest individuals before they can commit crimes. Insecure about his impending retirement and suspicious of his younger replacement, his life fractures when the precogs generate a punchcard predicting that he will murder a stranger.

Ed Witwer is a young, confident official assigned by the Senate to assist, and eventually replace, Commissioner Anderton. He holds an idealistic belief in the Precrime system, considering it highly effective and moral. His lack of experience shows when he expresses shock at the physical condition of the precogs during his initial tour.

Leopold Kaplan is the retired General of the Army of the Federated Westbloc Alliance. He resides in a luxurious private residence and commands immense resources, including a detail of armed men. He receives a duplicate of the Precrime punchcard predicting his own murder at Anderton's hands, prompting him to take immediate protective measures.

Lisa Anderton is a Precrime executive and the commissioner's wife. She possesses a sharp, analytical mind and notices discrepancies in her husband's behavior when he attempts to flee the agency. Unlike her husband, she prioritizes the stability of the Precrime system over individual concerns.

Tod Fleming is a large, resourceful man who approaches Anderton during his flight from law enforcement. Claiming affiliation with a protective society that monitors police overreach, he provides Anderton with a package of cash, fake identification, and a cryptic note about the nature of majority and minority reports.

Wally Page is an agent working directly under Commissioner Anderton. He handles highly sensitive predictive data generated by the precogs. Anderton places great faith in Page's judgment, using him as an example of the division's integrity during a tour.

Donna is one of the three precognitive mutants utilized by the Precrime division. Capable of seeing up to two weeks into the future, she functions as biological machinery for the police force.

Mike is a mutant precog housed at the Precrime agency. His visions, along with those of the other precogs, are analyzed by computers to produce punchcards detailing future crimes before they occur.

Jerry is the third member of the precog unit. His prophecies help form the majority reports that Anderton uses to arrest citizens before they can commit felonies.
