Plot Summary

In rural Virginia, three men, Adnan al-Rimi, Muhammad al-Zawahiri, and Gul Khan, are pursued by a helicopter. Their leader, al-Zawahiri, orders the others to create a diversion while he escapes. Instead, al-Rimi executes both of his companions. The helicopter lands, and two men emerge with a body bag containing an unconscious man who resembles al-Rimi. They stage a murder-suicide scene, planting al-Rimi’s wallet on the other man’s before killing him. The real Adnan al-Rimi, now officially dead, escapes in the helicopter, which heads for Brennan, Pennsylvania.

In Washington, DC, a mysterious man who has taken the name Oliver Stone is haunted by nightmares of his family’s death. He maintains a protest tent in Lafayette Park, where he observes the White House, President James H. Brennan, and his intelligence czar, Carter Gray, head of the National Intelligence Center (NIC). Stone convenes a meeting of his clandestine group, the Camel Club, which includes Reuben Rhodes, a former Defense Intelligence Agency (DIA) agent, Caleb Shaw, a rare-books expert, and Milton Farb, a computer genius who formerly worked at the National Health Institute (NHI). They row to Theodore Roosevelt Island for their meeting.

On the island, the Camel Club witnesses two men, Tyler Reinke and Warren Peters, arrive by boat with a captive. They watch as the men stage the victim’s death by suicide, forcing his hand onto a revolver before shooting him. The narrative identifies the victim as Patrick Johnson. The killers plant a suicide note in Johnson’s pocket and a plastic baggie to create the impression that he used it to keep his gun dry while swimming to the island.

After they leave, Stone examines the body and finds a Secret Service lapel pin. Milton Farb inadvertently touches the suicide note. They leave by boat, and the killers return after realizing that the victim’s clean shoes contradict their narrative. Discovering the disturbed note, they spot the Camel Club escaping and give chase in their boat, wounding Stone and Reuben before a police boat forces them to retreat. The Club fears they will be framed for the murder and decides to investigate it themselves.

In Brennan, Pennsylvania, a terrorist group led by an American mercenary called “Captain Jack” prepares for an operation. The supposedly deceased Adnan al-Rimi is part of the team, working as a security guard at Mercy Hospital.

In Washington, Secret Service agent Alex Ford is assigned to investigate Patrick Johnson’s death and is partnered with rookie agent Jackie Simpson, a former Alabama homicide detective. At a bar, Alex sees his friend Kate Adams, a Department of Justice lawyer who bartends at night, and she introduces her associate, Tom Hemingway, a senior National Intelligence Center (NIC) operative. Elsewhere, Caleb discovers that Johnson worked at the NIC.

Alex and Jackie investigate the crime scene, where they meet FBI Agent Don Lloyd and NIC agents Tyler Reinke and Warren Peters, all of whom are also working the case. The FBI discovers heroin at Johnson’s house, leading to the theory that dealing drugs was the source of his wealthy lifestyle. Alex and Jackie go to NIC, where they are stonewalled until Carter Gray, who is revealed to be Jackie’s godfather, intervenes. Tom Hemingway, Gray’s second-in-command, shows them the NIC database, including the file on the “deceased” Adnan al-Rimi.

The Camel Club surveils Johnson’s house and spots Reinke and Peters, obtaining their license plate number. Milton identifies Tyler Reinke from the license plate. Stone theorizes that Johnson was altering NIC’s databases to create untraceable operatives.

Alex goes on a date with Kate, and they go back to her house. When Alex leaves later, he realizes that his car’s brake lines are cut, causing a crash. He is attacked but fights off his assailant and rushes back to Kate’s house, knowing that his car was tampered with there and she is in danger. He spots a sniper outside her house and saves her.

The Camel Club breaks into Reinke’s house and discovers he has made a massive stock market bet on an impending catastrophe. Reinke and Peters break into Milton’s house after identifying him as one of the men who escaped from Roosevelt Island. They are filmed by his hidden surveillance system, but they find the name of his girlfriend, Chastity Hayes. Hemingway confronts them there and takes over the hunt for the witnesses. They kidnap Chastity and demand the Camel Club’s silence.

Alex is assigned to the security team for the President’s visit to Brennan, his hometown, which was recently renamed after him. At the dedication ceremony, an ex-National Guardsman administers a fast-acting drug to President Brennan via a prosthetic hand during a handshake. Terrorists in the crowd open fire on the security detail with tranquilizer darts, while fedayeen self-immolate to set fire to key vehicles, including the ambulance. The President exhibits signs of a heart attack, and Alex gets him into the presidential limousine and heads to the nearest hospital, Mercy Hospital.

At the hospital, snipers open fire. Alex is aided by a security guard, who is Adnan al-Rimi, playing a part in the terrorist action. Alex provides covering fire while the guard carries the President inside, but he realizes too late that it is a trap. The President is abducted in an ambulance, transferred to a hidden compartment in a van driven by a local nanny, also part of the terrorist team, and driven away.

The world is thrown into crisis. The kidnappers say they are holding Brennan in Medina, Saudi Arabia. They issue demands but promise to release Brennan unharmed in one week. Captain Jack betrays Hemingway and frames the Sharia Group for the kidnapping, which implies to the US government that Syria is behind the event. Acting President Ben Hamilton threatens a nuclear strike on Damascus, Syria, if Brennan is not returned within eight hours.

The Camel Club, Kate, and Jackie Simpson gather at Alex’s house, where they watch the surveillance footage from Milton’s home. Alex identifies one of the men as Tom Hemingway. They theorize about where the President is being held, and Stone realizes that it must be at a secret former CIA facility known as Murder Mountain. The group sets off to rescue the President.

At Murder Mountain, the rescue team discovers Hemingway, Captain Jack, and a team of North Korean mercenaries. A battle erupts. Stone, reverting to his military training, kills several mercenaries. The team confronts Hemingway, but Captain Jack takes Jackie hostage. Stone reveals his true identity, John Carr, a legendary former CIA operative, to distract Captain Jack.

At that moment, Carter Gray and his own team of operatives arrive. Consumed by rage over the deaths of his wife and daughter on 9/11, Gray reveals his plan to kill Brennan and allow the nuclear strike to proceed. Captain Jack shoots at the President, but Jackie dives in front of him and is killed. As Stone holds her, he sees a scar on her palm and realizes she is his long-lost daughter, Beth.

Devastated, Stone forces Gray to cooperate. Hemingway reveals that the true release point is Medina, Ohio. They fly there, the White House is notified, and the nuclear launch is aborted with one second to spare. President Brennan is recovered, and Gray is hailed as a hero. Stone later confronts Gray and uses a secret recording of his angry willingness to let the nuclear strike happen, and the President die, in order to force his resignation. With the crisis averted, Alex and Kate begin a relationship. The Camel Club inducts its two new members and prepares to continue its work.
