Plot Summary


Emmy Clifton’s life is in turmoil as she navigates her role as the acting sheriff of Clifton County, a position she assumed after the recent death of her long-serving father, Gerald Clifton. Just six weeks later, she buries her mother, Myrna Joy Clifton, who had Alzheimer’s disease. Emmy grapples with her grief while managing family dynamics with her newly returned and long-estranged older sister, Jude Archer, a retired criminal psychologist for the Federal Bureau of Investigation (FBI). She also faces the pressure of an upcoming election against her insubordinate deputy chief, Brett Temple. Emmy’s 23-year-old son, Cole, a deputy under her command, finds himself caught between his mother’s protective instincts and his aunt’s formidable expertise. 


While driving home from Myrna’s funeral in the town of North Falls, Emmy, Jude, and Cole hear gunshots in the quiet Clifton Gardens neighborhood. They’re the first to respond to a shooting at the home of Allison Vickery, a retired police detective. Inside the Vickery home, Allison is found dead from multiple gunshot wounds. As Emmy secures the front of the house, Jude is grazed by a bullet fired by the unseen shooter. Shortly after, Allison’s 16-year-old daughter, Mandy Vickery, falls through the attic ceiling, alive but critically injured from a gunshot to the head. 


The initial investigation focuses on domestic violence. Allison was planning to flee North Falls with Mandy, and her husband, Bill Garrison, was abusive. Emmy questions Bill at a Little League game, and his alibi is weak. Video evidence later emerges of him pawning Allison’s expensive camera around the time of the murder, using a fake ID. Other suspects surface, including Reggie Wilder, the volatile Clayville Chief of Police and Allison’s former lover, who aggressively tries to interfere with the investigation. Witnesses also report seeing Mandy with an older man, Wesley “Woody” Woodrow, the grandson of a notorious local drug lord, Lee “Bubba” Rawley. Just two days before her death, Allison had confronted Woody at a motel, believing he was harming her daughter.


The case spirals into a wider conspiracy when forensics uncovers a GPS tracker hidden in the heel of Mandy’s shoe and $300,000 in uncirculated cash from 2002 stashed in a bin in Allison’s attic. Reggie alleges that Emmy’s father, Gerald, was a corrupt police officer. He claims that a year prior, Gerald forced him to destroy fentanyl evidence to protect Woody as a confidential informant after an arrest involving Emmy’s ex-husband, Jonah Lang. Seeking the truth, Jude flies to Quantico, Virginia, to meet with a former colleague, FBI Assistant Director Samuel Callaghan. He confirms that the FBI had been in contact with Allison, who was acting as a whistleblower. She offered them a “Giglio list”—a roster of corrupt officers whose credibility is too compromised for them to testify in court—starting with Gerald and Reggie. However, the FBI denied her request for witness protection shortly before her murder. 


Back in North Falls, Emmy and Jude follow a trail of clues that Allison left behind, leading them to a library archive. There, they discover that Allison had been researching the 2002 murder trial of Neil Delano, who was convicted of killing wealthy socialite Evelyn Gilchrist. They learn that the jury was tampered with: One juror, Ruel Clifton, was murdered, while another, Mitch Bellingham, was coerced into a guilty verdict after his wife was kidnapped. The man behind the coercion was another juror, Shane Marcus Russell, a violent criminal working for Evelyn’s husband, Ezekial Gilchrist.


Further investigation reveals that Allison had been visiting the dying Mitch in a nursing home for months. Before his death, he gave her the $300,000 bribe money he never spent, along with a CD containing a secret video recording of the 2002 jury-tampering meeting. In the video, Shane Russell confesses to murdering Ruel and kidnapping Mitch’s wife on Ezekial Gilchrist’s orders. Simultaneously, Emmy discovers that Russell is Mandy’s biological father. Sixteen years earlier, Allison framed Russell and had him arrested on a drug charge to protect Mandy from his abusive behavior. Upon his recent release from prison, Russell began grooming and assaulting Mandy, which Allison discovered just before her death. Russell becomes the prime suspect.


Bill Garrison is arrested after breaking into the crime scene to steal Allison’s jewelry. Under interrogation, he admits that Allison and Mandy had a vicious fight the morning of the murder after Allison revealed that Bill would be leaving town with them. Returning to the crime scene one last time, Emmy re-examines the evidence. In the attic, she finds the final missing shell casing, and the truth of the crime scene clicks into place. Devastated that her mother was taking her abusive stepfather, Bill, on the run with them, a desperate Mandy shot and killed Allison during their argument. Panicked, she staged the scene to look like an intruder was responsible, shot out a window from the inside, and climbed into the attic to hide. After hearing Jude enter the house, Mandy attempted suicide; the bullet grazed her own head before passing through the ceiling, grazing Jude’s temple, and lodging in her bedroom wall. 


Emmy unleashes months of pent-up grief and anger on Jude, accusing her of abandoning the family. That night, Shane Russell breaks into the Clifton home, holding Emmy and Jude at gunpoint and demanding the video evidence. Cole arrives, creating a distraction. As Russell aims his pistol, Emmy shields Cole with her body and is shot in the abdomen. Jude grabs Russell’s handgun from his waistband and kills him.


Emmy survives her injuries. Five weeks later, she wins the election for sheriff in a landslide. Mandy is slowly recovering, though her memory of the shooting is fragmented, and the district attorney is weighing charges against her. Emmy’s lawyer cousin Taybee Clifton-Clifton, armed with Mitch’s video, files a wrongful-death lawsuit against Ezekial Gilchrist for the murder of her father, Ruel. 


Jude orchestrates a multi-agency federal raid that ensnares Reggie, Bill, and other corrupt officials at an illegal poker game. She remains uncertain whether to reveal the secret she has kept for 42 years: that Emmy is her daughter, not her sister. She tells Emmy that she’s departing for San Francisco, California, but will return soon. Jude meets with drug lord Lee Rawley, who helped facilitate the raid. They agree on their shared goal of protecting Emmy, implying that Lee is Emmy’s biological father.
